If there was a definition in the regulations, it would be a challenge for us to provide a definitive list of situations that involve people living and working in Scotland for a certain period, and to ensure that we did not accidentally miss someone off that list.

It is expected that the number of applicants will increase during autumn and winter and in response to marketing activity, including the television advertisement campaign launched on 18 September.
