I am particularly pleased about that because it was in the Liberal Democrat manifesto in 1999, on which I and all the Liberal Democrat MSPs were elected.The debate—rather than the bill itself—has been somewhat disfigured by the red herring of the so-called absolute right to buy.

In the vote on the recent SNP debate on the subject, the MSP for Linlithgow and other Labour members voted against the Liberal Democrat amendment to the motion, which supported Tam Dalyell's call for a vote at Westminster before troops were sent into action.

We thought that the minister had made the statement, but in fact it was made by Nora Radcliffe MSP. In his response, the minister states:"the Rules for the STG schemes stipulated that any remaining surplus should go to the employers".However, that was the case only after a rule change that was made in 1989.
