It seems a bit strange to me that resources should be the only incentive. A reception at Holyrood, perhaps, could be offered to those authorities that submit their plans on time.
Why cannot we have an employment agency that asks employers whether they have thought about employing a person who uses a wheelchair or who has another disability to work in reception for them? There is no reason why they should not employ such people.
