We all recognise the importance of the need to ensure judicial independence, accountability and transparency. However, as I said in my opening remarks, key safeguards are already in place to ensure the judiciary’s independence and accountability.
There is then the question of lawyers collaborating with other professionals—accountants and so forth. We heard evidence from the chartered accountants that their rules already allow a solicitor to be a principal in a firm of accountants.
It says: “the meetings we held in Spain reaffirmed our view that implementing the principles of transparency and accountability in the inter-governmental processes which will underpin the further devolution of powers proposed in the Scotland Bill is not only necessary but also eminently achievable.”
We are aware of the issues and they have been discussed not just here but in the European Parliament. However, I am not accountable for events in Brussels within the past hour.
I will expect Police Scotland to take full account of the views that are expressed during the consultation and to reflect on the proposals in the light of those views.
