When the minister made this announcement, I as an MSP assumed that this was a Scottish Government initiative and that Scottish Government money—in other words, taxpayers’ money—was paying for it.
I share the frustration that not just many MSPs but many who work in the justice system have about the challenges in making such a co-ordinated approach possible.
Many people have not yet got coverage, and the next part of what we do, alongside other elements of the capital budget, will start to address that problem, about which many communities, through MSPs on the committee and in the chamber, quite rightly ask for answers.
I am looking at you, Councillor McAveety, because you lead a council, but we also have representatives here from both the main council groups. As an MSP for Glasgow, I would not be disappointed if you were to give the committee an exclusive, Councillor McAveety.
There is nothing in the code of conduct for councillors that requires them to participate in training and there is no job description for councillors—there is no job description for MSPs either. We are not suggesting that there should be; we are simply saying that, given the increasing complexity of local government, there is a reasonable public expectation...

To ask the Scottish Executive whether an equality impact assessment was carried out with regard to the proposal to appoint consultants to assist NHS Health Scotland communicate with MSPs. The Scottish Government can confirm that NHS Health Scotland contracts and agency appointments are all tested through rigorous procurement procedures.
