It has now been forced to accept that the Ofcom research shows that that is not the case. However, the ITV briefing to MSPs for this debate seems grudging, as it complains about the cost of provision and suggests that demands for Scottish content are political.There is a long way to go and Ofcom must be forceful on the matter.
