Stage 1 Report on the Miners’ Strike (Pardons) (Scotland) Bill - Structure of the Bill
“Miner” is defined as also including surface occupations where the individual was employed by the National Coal Board (NCB) or the licensee of a private mine.
“Miner” refers both to living persons and posthumously where the person meets the qualifying criteria for the pardon.

Adults with incapacity - The Bournewood case (2004) and Cheshire West case (2014)
The case concerned an adult who had severe autism and challenging behaviour, who was determined to lack capacity to choose where he lived. After an incident at a day centre he was informally admitted to hospital for a number of months, and was denied contact with his carers.
