In our view, the gaps in implementation suggest that respect for confidentiality has weighed more heavily than the other principles. Accountability is one of the founding principles of devolution; the Scottish Parliament must be able to hold the Scottish Government to account for its decisions, just as the Parliament must be accountable to the people.
