It is unfair to suggest that only a small number of individuals have been involved in the development of these proposals, as a wide range of MSPs and others have been involved. The time limit for parliamentary action on this order is 18 May 2000. Any MSP may lodge a motion to propose to the lead committee that the order be annulled.We are required to report on this by 15 May 2000.
