Given the inherent confusion in the legislation, I believe that any confusion that we are introducing now should be eliminated forthwith and I am certain that the Government will want to do that by laying an amending instrument to correct the matter in early course, particularly given the reluctance to register in the first place.

Amendment 157, which is in my name, is a technical provision that will ensure that the regulations may make provision for publication of statements of accounts. That will ensure consistency in what the statements of accounts contain, and is in keeping with the regulation-making power for local authority accounts for low-emission zones under section 22.

On the Conservative amendment, of course we all support evaluation and audits, as Gavin Brown said. I am an accountant after all, and that is what I like doing, but we know that accountants are criticised for knowing the cost of everything and the value of nothing.
