Members will be instructed to have the principles as an aim but, if they make the odd mistake in their office—which we all do—or if somebody loses a letter for a week or two, that will not be judged to be a terrible sin. We cannot have a regulation that states that MSPs' offices must be 100 per cent efficient at all times—that is just not realistic.
