Currently the Scottish Government's Budget documents focus on spending by portfolio area, however, these can change over time to reflect different ministerial responsibilities.
To complement this work, and ensure a broader base of analysis, clerks and SPICe are undertaking desk-based research, considering the quality of information on net zero currently being provided in policy memorandums, by reference to five Scottish Government Bills introduced over the past 8 years.
In terms of Scottish Government staff time, it is expected that a B band member of staff who will be leading on considering applications will spend an average of 3 hours’ work time on each case.
