There must be more transparency in the system, and councils should not feel that they are being penalised or punished for saying, "Look at the amount of unmet need we have." We are giving up a day and a half every week, when committees could be doing something, to sit in the chamber where we are not even allowed to speak because we are not high enough on the list.
