Scottish Budget 2024-25 - Participation

As we've noted previously, the Scottish Government has implied previously that the appropriate point for stakeholders and citizens to engage in the budget is during committee scrutiny, but the detail on both accountability and transparency does not suggest that the Scottish Government is willing to make changes to facilitate and encourage this.
