That is helpful. One way to build in the flexibilities that the third sector requires is to have a close working relationship as funds are developed—almost like co-produced funding mechanisms.

Unlike initiatives such as the Levelling Up Fund which have been imposed by the UK Government without any form of public consultation, the NTS and STPR2 have been developed after extensive consultation with stakeholders.
It is important that the Government thinks again about funds such as the flexibleworkforcedevelopmentfund, which was useful for colleges engaging with business and industry.
The Committee recognises that longer term strategic funding is difficult to achieve, but nonetheless there is scope to develop more flexible models of funding, as highlighted by OSCR.
