If he had to do that for a railway bill, it would rather destroy the point of bringing in a measure to speed things up.Another issue is the desire to reduce the time commitment that is required of MSPs. As I understand it, the argument is that if a transcript were provided, the inquiry reporter would be able to report back to MSPs more quickly, which would be a good thing.
