The Committee discussed the operation of the rules, noting that they are not strictly hierarchical but present a set of different tests that Boundaries Scotland must balance against each other when developing proposals. Boundaries Scotland noted that this does enable greater flexibility when developing proposals, noting that such flexibility may not be available to bodies in other jurisdictions that must observe a maximum percentage variation from the electoral quota in making proposals.
