The Equality and Human Rights Commission is the Regulator for the Fairer Scotland Duty and is closely involved with monitoring and the development of best practice for the Duty. The Duty applies to Scottish Ministers, to regional health boards, Scottish Enterprise and the Scottish Courts and Tribunal Services, amongst others.
That said, despite the limitations in statistics available to us, it is our role to make our best assessment of what the impact of the Bill will be, based on the evidence we have received.
Good work is being done using this and other employability programmes, but the Committee considers that the Scottish Government could do more to ensure best practice is shared and implemented across all local authorities.
The AGS explained that work has previously been undertaken to consider this issue and that-
...the Audit Scotland board weighed up the cost benefit of that question and came to the position that operating a mixed market in Scotland gave us the best balance of efficiency, access to expertise and predictability in the delivery of services.3Scottish Commission...
The Committee heard compelling evidence that the cost of living crisis is having a disproportionate impact on women and we therefore ask the Scottish Government to consider how it can best support women through these challenging times.
A formal review, like the Feeley Review, is not planned for children’s services – instead we intend to gather evidence to understand the best delivery model for children’s services.
Furthermore, councils retain their statutory duties in relation to delegated services, including for ensuring Best Value. Elected members who do not sit on IA structures should therefore be confident in expressing a legitimate interest in IA activity.
Some of the other issues discussed included:
how best to make provision for those who are terminally ill to receive disability assistance
whether it was necessary to have a two-stage process when challenging a decision.

The Scottish Government added that the extension is also being brought into force at the same time as England and Wales in order to ensure there is no disruption to the operational delivery of this work and the best use of quarantine facilities throughout Great Britain.
