Part of the background to the bill is the campaigning that has taken place and the representations that have been made—not least to Parliament through Des McNulty MSP. A feature of the dilemma is that it is now possible that sufferers' own claims are settled more quickly than they used to be as a result of the Coulsfield rules.
If that debate interested members of the public, they might make arrangements to attend it or they might lobby MSPs about it. I do not see how the proposal would work or how such flexible business would lend itself to the transparency and accountability of the Parliament.

I shall not push the matter to a vote unless anyone else wants to do that.I agree that we should be concerned that MSPs who introduce bills should have the same rights and the same chances as the Executive has.
Perhaps the commissioner's work load could be considered in terms of annex 5 of the code of conduct, which deals with the relationship between constituency and regional MSPs. In the absence of that, I do not think that the committee should go on a fishing expedition to see what we can discover. MSPs have declared that they are members of the freemasons, but their membership does not matter in relation to their position as elected public officials.
