How can they do any of that if they are not on the ground and managing it actively? There are, absolutely, cases of people trying to get away with that.
What worries me about Scotland’s tough targets is that no one seems to have understood that you cannot get there unless you can measure how you get there.
However, we do not get much feedback from those processes, whether they concern the public sector equality duty or the funding of activities to tackle violence against women.
Furthermore, what about graduate outcomes? If you get retention and access right, are you setting up inequalities at the point at which people want to get a job or start a career?
What will the Scottish Government actively do to encourage and help the restart of those activities and ensure that all have access to those opportunities?
