Paragraph 8 confers power on the Scottish ministers to make regulations about the application of the proceeds of fixed penalties, the keeping of accounts and the preparation and publication of statements of account relating to the proceeds.
People who wanted to rely on admissions of fault or fact or simple apologies would no longer be able to put them before courts, and courts would no longer be able to take into account evidential matters that they currently take into account.
