We have empirical evidence across the United Kingdom from the early 1990s when that was done in dentistry, but we also have empirical evidence from the Covid period. We did the right thing in March 2020: we suspended the fee-per-item model and allowed an emergency support system to support dentists that, in effect, is similar to capitation.
