Attempts were made to amend the Bill at stage 2 so that the Scottish Ministers, other public authorities and the courts would be required to have due regard to the right to social security, as defined in the International Covenant on Economic, Social and Cultural Rights (ICESCR), when exercising their functions under the proposed legislation. However, a number of MSPs from different parties questioned the appropriateness of using ICESCR to create rights in this way and the amendments were not agreed to.6Scottish Parliament.
