Dr Teuton argued that the CCP cuts across the building blocks of health and, in her view, should be more explicitly treated as a public health intervention in the Plan:
If we can create policies that reduce emissions while maximising health benefits, and if we can consider potential risks to health and equity in the design and the delivery of those policies, they will produce good outcomes with regard to emissions reductions and meet some of those very significant health challenges that we have in Scotland such as the very low levels of life expectancy, and health inequality.
