I absolutely accept the former permanent secretary’s advice that, as we saw last year, the UK general election would not allow for the publication of a medium-term financial strategy in 2024, but it is necessary to have stronger, more detailed clarity about how the arrangements will be applied in order to develop a shared understanding.
