I thank the cabinet secretary for that answer, but I was contacted by my councillors in East Ayrshire, who tell me that the settlement that they have received from the Scottish Government means that they will have to cut their discretionary budget by £2 million to fund the Scottish Government’s extra commitments, such as the teachers’ pay settlement.
