If we could, in some way, allocate funds into our existing system with clear priorities that have all been agreed by partners, and if we could then be held accountable for that as a whole, as opposed to being held accountable for specific pots of funding, I think that that would reduce the bureaucracy without reducing the transparency and accountability.
