The instrument is being made following a report from an independent tribunal constituted under section 21 of the Courts Reform (Scotland) Act 2014 to report into Sheriff John Albert Brown’s fitness for office. The tribunal unanimously reported that the sheriff was unfit to hold judicial office by reason of misbehaviour.
