Part of the process needs to be to explain to people how the Barnett formula is arrived at, as well as the adjustments to it—and there are so many choices for adjustments—that are set out in the command paper. I presume that what we most want to be able to do is to explain why the result that we have reached is fair, but “fair” is a difficult word.
