An unachievable target is not an effective motivation.
The Commissioner's 2024 Annual Report recommended the withdrawal of SIMD institutional targets and called for these to be replaced with a commitment from institutions to increase the proportion of access students.

The Delegated Powers and Law Reform Committee has been designated as the lead committee given its remit includes looking at certain Bills which are based on reports from the Scottish Law Commission (“Commission”).

The Bill was introduced by the Cabinet Secretary for Finance and Local Government on 18 December 2024. It makes provision for the financial year 2025-2026.
It revises the multi-year Pay Policy issued in May 2024, as well as recognising the revised fiscal context following the UK Budget and updated inflation forecasts.
