The judgment in the I v Finland case said clearly that systems of patient consent to time-limited access should be introduced, but those are not being introduced in Scotland, where we rely on a retrospective system.

The NPF indicator has indeed worsened, but that is in relation to our global carbon footprint; our domestic emissions—in other words, the emissions produced within Scotland—are declining.
I agree with the committee that more details are needed on that and on enhanced producer responsibility, all of which was outlined in my 2017 climate change paper.
That is quite far out from the Office for Budget Responsibility’s forecast, albeit that that forecast was produced back in November. I note that the Treasury publishes a summary of economic forecasts every month.
