Abellio Scotrail/ Serco Caledonian Sleeper- Continuation of Emergency Measures Agreements
The Emergency Measures Agreements (EMAs) were put in place from March to September 2021 and in September 2021, we extended those arrangements until 12 December 2021
Following discussions with Abellio ScotRail and Serco Caledonian Sleeper we plan to extend the EMAs currently in place for both franchises.

Fiscal Framework Outturn Report
The Scottish Fiscal Commission recently published forecasts of tax revenues and social security expenditure on 26 August, yet the latest available forecasts of the Block Grant Adjustments are based on the OBR’s forecasts of UK tax revenues and social security expenditure at the UK Budget in March 2021, as no forecasts have been published since then.
