There was discussion during Stage 2 about whether the season should finish earlier - both 15 March and 31 March were proposed - to ensure that the muirburn season does not overlap with the the nesting season for ground-nesting birds (recognising that these may be becoming earlier due to climate change).

In relation to individual complaints, the Minister noted that the role of the Commissioner is not to resolve individual complaints and instead:
