S6M-11073: Ben Macpherson: Enhancing Scottish Football - That the Parliament celebrates what it sees as a current successful period for the Scottish national football teams; believes that, collectively as a nation, Scotland should seek to build on this progress and achievement, and therefore make further improvements to realise even more of 7 PB/S6/24/005 Scotland’s footballing potential, including in the Edinburgh Northern and Leith constituency; recognises, with its determination to seek to enhance Scottish football at all levels, the work of the Scottish Football Supporters Association (SFSA) by initiating, coordinating and publishing a fan-led review of the game in Scotland, titled Rebuilding Scottish Football: A Fan Led Review of The Game in Scotland, which was published in June 2023; notes that the SFSA-sponsored review includes recommendations for strengthening and extending the role of football as a sport that is accessible to all in the population who wish to engage and participate, as a major cultural industry for the nation, as a means for encouraging positive social change, and as a source of substantial individual and community benefit especially in relation to physical and mental wellbeing; further notes the issues raised in the fan-led review and the belief that there are shared merits to considering these on a collaborative, cross-party basis with stakeholders, and, in particular, with the Scottish Football Association (SFA) and Scottish Professional Football League (SPFL); notes the key recommendation of the fan-led review that the governance, finance and conduct of Scottish football would benefit from independent scrutiny and, as necessary, appropriate regulation, which it understands is being undertaken in England and discussed within and amongst football communities worldwide, and acknowledges calls for there to be further consultation on the future development of Scottish football, including its oversight and governance, for the benefit of the continued enhancement of Scottish football.

S6M-16977: James Dornan: Recognising the Work of Realgrassroots— That the Parliament recognises what it sees as the hard work, over a period of more than 15 years, by Realgrassroots and the Children and Young People’s Commissioner Scotland in seeking to ensure the safety and protection of young footballers while contracted to senior football clubs; commends the previous Public Petitions Committee on its report, PE1319: Improving youth football in Scotland, which was published in June 2020 and was based on more than a decade of hearing evidence from a wide range of stakeholders throughout Scottish football; notes the support for the committee's recommendations, in particular on registration and compensation; further notes the committee's reported criticisms of the Scottish Football Association (SFA) and Scottish Professional Football League (SPFL) regarding what it sees as their apparent unwillingness to address some issues within Scottish football in a timely and effective manner; is disappointed that the committee's recommendations have, it believes, still not been fully accepted or implemented by the SFA and SPFL; notes with concern reports that the rules of the SFA and SPFL may breach competition law and that complaints have been filed with the Competition and Markets Authority; further notes the calls for both the SFA and SPFL to comply fully with the committee's recommendations, and with the calls made by Realgrassroots and the Children and Young People’s Commissioner Scotland to ensure the protection of Scotland's young players, including those in the Glasgow Cathcart constituency, from any unfair or unlawful practices, and notes the calls on the Scottish Government to urge the SFA to ensure that the committee’s recommendations are implemented, and that any anti-competitive practices are ended, as quickly as possible. 5 PB/S6/25/089 S6M-16874: Fulton MacGregor: The Plight of Albion Rovers and Preserving Scotland’s Historic Football Clubs— That the Parliament notes with concern the financial difficulties faced by Albion Rovers FC; believes that the Coatbridge club, which is one of Scotland’s oldest, was founded in 1882 and has been an integral part of the community for over 140 years; notes that these financial concerns were detailed in a statement from the club in March 2025 and include the impending loss of the SPFL "parachute payment" that it currently receives from the start of the 2025- 26 season; considers that historic clubs, such as Albion Rovers, have played a significant role in shaping Scotland’s football heritage and the communities they serve, bringing joy to many supporters, providing a pathway for local talent and fostering aspiration; is concerned that financial pressures and changing football structures threaten the future of many clubs with deep-rooted local and historical significance; acknowledges the efforts of fans, volunteers and businesses in the Coatbridge and Chryston constituency in supporting Albion Rovers through what it sees as these challenging times, and notes the calls for the Scottish Government, football authorities and community stakeholders to explore ways to support and sustain historic clubs, with the aim of ensuring that they continue to thrive and contribute to their communities for generations to come.
