The Committee heard that these transfers arise because funding allocated in the Budget to areas accountable for policy is then reallocated, in-year, to those areas responsible for policy delivery.
BMA Scotland equally noted the need for a tailored approach that takes account of the comparative differences of local circumstance between different remote and rural areas across Scotland:
a one size fits all approach across Scotland can disadvantage remote and rural areas, treating all non-urban settings as the same will not work.

Monitoring and evaluation - The Committee would explore how SDS is currently monitored and evaluated, taking account of the findings of the 2018 research commissioned by the Scottish Government on the implementation of self-directed support.
Their view is that this approach will “offer greater public reassurance of independence and accountability”. It will also bring Police Scotland’s Code into line with the Council of Europe Code of Police Ethics.
The definition of a 'relevant offence' includes reference to:
when the offence was alleged to have been committed (i.e. wholly or partly during the period 23 September 1996 to 31 December 2018)
the type of offence (e.g. false accounting or fraud)
the circumstances of the alleged offence (e.g the convicted person was at the time carrying on a post office bus...
Amendments 110 and 111 in the name of the Minister make further changes to the definition, adding reference to the need to take into account trauma children may have experienced.
They included provisions to consider the rights of young people, and to take better account of their views.
The Minister said that the Government could not support the amendments.
The administrative procedure (sections 27, 29 and 34)
