To ask the Scottish Government, as part of the delivery of a cross-government Covid Recovery Strategy, what efforts it is making to ensure the resilience of Scotland’s response to any future pandemic.

There was also discussion about the use of Buvidal as an Opioid Substitution Treatment in Scotland's prisons. Teresa Medhurst noted that it “has much more potential to minimise risk to individuals and ensure that people can be better supported on their recovery journey”.
This would constitute vital support to the Scottish economy, and public finances, as Scotland recovers from the COVID-19 shock, and would be equivalent to avoiding a cumulative loss of economic activity of up to £3 billion over those two years.
The intention is to provide top-ups to previous funds (PAVRF and COVRF) which will be administered by Creative Scotland. Creative Scotland are currently developing these schemes.
