This Scottish Government Bill was introduced by the Cabinet Secretary for Justice, Michael Matheson MSP, on 17 March 2017. The Bill creates a new offence of engaging in an abusive course of conduct, which can include psychological and emotional abuse, against a partner or ex-partner.
