Subject to the Bill gaining Royal Assent, we currently envisage laying these instruments before the Scottish Parliament in early 2015 and for them to be enforceable shortly thereafter.

Scottish Ministers are then required to publish and lay before the Scottish Parliament a report that collates and summarises the information provided to them by local authorities.
Residency and the ownership of an estate are not taken into account at all. One would expect the Scottish Land Court to take into account whether a landlord is managing an estate and living nearby.
There are organisational and accountability issues for the committee. The fact of the matter is that we really ought not to go beyond what the petition itself asks for.
