Legacy report of the Finance and Public Administration Committee, Session 6 - Scotland's approach to taxation

Stage 3 of the Building Safety Levy (Scotland) Bill is due to be considered by Parliament on 17 March 2026. In its latest Budget document, the Scottish Government announced plans to introduce an Air Departure Tax (ADT) to come into force in April 2027, alongside plans “to bring forward a Private Jet Supplement within ADT in 2028-29 and engage with the UK Government to seek further devolution to allow private jet ‘ghost flights’ to be addressed”9Scottish Government.
