For the purposes of Rule 9.12.5(a), the income from different charges or payments imposed by in the same Bill will be considered cumulatively in determining whether the increase is “significant”. 2.68 The second exemption is for charges or payments which are levied to recover the cost of goods or a service provided (Rule 9.12.5(b)(i) and (ii)).
