S6M-03788: Katy Clark: Apprentices’ Wages - That the Parliament notes with concern the findings of the most recent Scottish Apprenticeship Pay Survey, published in 2020, which found that the median hourly wage for apprentices at levels 2 and 3 was £7.67; understands that the official guidance from Skills Development Scotland is that all employers should pay at least the real Living Wage of £9.90 an hour, as set by the Living Wage Foundation, to all workers, including apprentices; further understands that apprentices aged under 19, or in the first year of their apprenticeship, will be paid a minimum rate of £4.81 an hour from April 2022, which is nearly half the minimum rate of £9.50 an hour that is to be paid to all workers and apprentices aged 23 and over; notes the calls for the UK Government’s minimum apprentice rate to be abolished and all apprentices to be paid at least the same real Living Wage rate of £9.90 an hour regardless of age; further notes the view that all apprentices in the public sector in Scotland, including in the West Scotland region, should be paid the real Living Wage rate, and notes the calls for the Scottish Government to make paying the real PB/S6/22/65 Living Wage to all workers and apprentices a binding condition for employers who seek modern apprenticeship funding support from Skills Development Scotland.
