As I understand it, the bill was almost ready to be introduced in a matter of weeks, but it was withdrawn simply because of the problems with legislative time. Dissolution is in March, so we only have seven months, and there is no prospect of a good food nation bill going through Parliament in that time.

I think that Derek Mackay has already made it clear that the current budget is designed to work on the basis of there being an orderly exit from the EU from the end of March. Unless I am very much mistaken, he has already stated in the chamber that, should an orderly exit not be the case, he might have to revisit the budget.
