The Minister said the proposed reimbursement rate for the ODPS in 2025-26 is 52.9% of the adult single fare, amended from 55% in the 2024-25 financial year. He also confirmed the proposed capped level of funding is set at £215.1 million, an £11.6 million increase from the 2024-25 financial year.

In the event no such analysis was provided by end September and, as our report noted, it was not until 19 December 2024 when, in response to repeated requests from the Committee and Committee officials, the Scottish Government finally provided a substantive update on its position in relation to the Bill, albeit this fell short of a "full analysis".

Scottish Budget 2022-23 - Executive Summary
The SFC expects CPI inflation to peak at 4.4 per cent in 2022 Q2, before then gradually returning to target (2%) by the second half of 2024. However, the SFC notes that there are significant risks to the outlook for inflation and interlinked interest rates, which could impact consumer spending and house prices.
