Many have said in evidence to parliamentary committees that they are facing a black hole, as the Confederation of British Industry Scotland and Scottish house builders put it.That means that the SNP has a duty to consider the situation and make proposals on infrastructure spending. We have helpfully suggested the Raith interchange as an example. The Scottish Government allocated funding in the strategic spending review in 2007 to the Raith interchange as costing between £20 million and £100 million to be funded by a non-profit distribution model.
