Primary legislation A primary function of the Committee is to consider the delegated powers provisions in any public or private bills introduced in the Parliament. The proposed draft remedial order would change the exception to the ticket touting offence that is contained in the UEFA European Championship (Scotland) Act 2020. The order is made under a power in section 12 of the Convention Rights (Compliance) (Scotland) Act 2001 that allows the Scottish ministers to make changes to legislation to remedy an incompatibility with rights that are protected by the European convention on human rights.
