It was clear that the proposal in section 1 to criminalise the buyer of sexual acts was the most controversial element of the Bill.

The Cabinet Secretary for Justice and Home Affairs (Angela Constance MSP) noted that she had reflected on the points made in the Committee's Stage 1 Report, and that her amendments would ensure that nothing contained in the Bill would undermine the commonly understood definition of domestic abuse in Scotland.
