I congratulate you on the fact that funding for energy efficiency has been stabilised at the higher level of £10 million. I do not ask you to pre-empt the spending review, but is it a priority for that expenditure to continue to rise at least by the rate of inflation, and preferably at a higher rate, in the years after 2006?

I hope that I can touch on one or two issues without either pre-empting what the committee's report will say or straying from my neutrality as convener of the committee.It is all too easy to concentrate on electricity generation or electricity consumption, as much of the debate has done, rather than on energy use as whole.

The right time to have the debate is after the expert group reports back so that the matter can be considered as part of a wider debate on prostitution.Our view is that giving a legal justification to prostitution through the creation of a tolerance zone would pre-empt the work of the expert group.

We do not have commercial wave or tidal devices yet, but it would be an absolute disaster if, having solved those commercial problems and having said, "Here is a viable device that we can put in the water," we could not agree about where such a device could go and we had arguments about whether it looked nice or whether it would impact on dolphins or whales. We need to pre-empt that, because if we do not, the danger for Scotland is that the technology will go to Portugal, Ireland or Canada.
