We do not have commercial wave or tidal devices yet, but it would be an absolute disaster if, having solved those commercial problems and having said, "Here is a viable device that we can put in the water," we could not agree about where such a device could go and we had arguments about whether it looked nice or whether it would impact on dolphins or whales. We need to pre-empt that, because if we do not, the danger for Scotland is that the technology will go to Portugal, Ireland or Canada.
