We took another important step towards the delivery of the transformational ELC expansion programme on 22 January, when I was pleased to lay the Children and Young People (Scotland) Act 2014 (Modification) Order 2021 in Parliament.
The Committee welcomes the UK Government’s commitment to laying an amended Order before the Scottish Parliament and both Houses at Westminster before the instrument comes into force.
This does not respect the requirement that at least 28 days should elapse between the laying of an instrument which is subject to the negative procedure and the coming into force of that instrument.
Progress reports and local action report
In addition to the delivery plans, at the end of each financial year within a period covered by a delivery plan, the Scottish Ministers must lay and publish a progress report. Progress reports must detail what has been achieved during that financial year towards meeting the targets and implementing the delivery plan...
This is done under Section 22 of the Public Finance and Accountability (Scotland) Act 2000 These reports set out issues of concern, or interest, highlighted by the Auditor General in relation to the audit of the accounts of individual public bodies.
The chief constable will not just be accountable to the Scottish police authority, and the divisional commander will not just be accountable to local boards.
