Supplementary Legislative Consent Memoranda: delegated powers relevant to Scotland in the Health and Care Bill - Additional delegated powers (Non-former EU Competence)
In relation to Clause 89 and Amendment 312B, and in keeping with the approach taken in relation to its reports on the LCMs for the Police, Crime, Sentencing and Courts Bill, the first Health and Care Bill, the Elections Bill, and the Public Services Pensions and Judicial Offices Bill, the Committee considers that:
the Scottish Parliament should have the opportunity to effectively scrutinise the exercise of all legislative powers within devolved competence;
the power amended by the Bill is conferred on the Secretary of State, and not on the Scottish Ministers; and
there is no formal means by which the Scottish Parliament could scrutinise the order or be notified that they had been laid before the UK Parliament.

I believe that the UEFA European Championship (Trading and Advertising) (Scotland) Regulations 2020 strike an appropriate balance between allowing normal business activity to continue as far as possible and protecting the rights of UEFA and event sponsors.

Our new drugs strategy, "The Road to Recovery: A New Approach to Tackling Scotland's Drug Problem", has received cross-party support in tackling the scourge of drug addiction, which—as the member rightly highlights—has a direct impact in creating some antisocial behaviour.
