You will see that very much smaller numbers of complaints are received from officers of a local authority and MSPs and that, in a few cases, they are submitted anonymously.
We certainly do not want a member of the Subordinate Legislation Committee to steer a member’s bill through his or her committee—there is a strong feeling that that is not the right way.
